Does resize crop the photo?

No by default. You set width and height, and you can lock the aspect ratio so the picture is not stretched.

Which format should I pick?

JPEG for photos, PNG for graphics with sharp edges or transparency, WebP for a smaller file with similar quality.

Is conversion lossless?

PNG is lossless. JPEG and WebP use the quality slider. Re-saving a JPEG more than once can add artifacts.

Does this remove EXIF and GPS?

Yes when you download JPEG or WebP. The photo is re-encoded on a canvas, so camera metadata is not copied into the new file.
